6 significant takeaways from recent Damage Prevention Council meetings:
Participants have emphasized the importance of early project coordination, accurate field contact information and regular communication among all stakeholders. Several regions reported success using recurring project meetings, priority work schedules and pre-construction "meet" tickets to better manage large projects and reduce locate delays.
Discussions have highlighted the need for excavators to review Positive Response information before digging, maintain current ticket information and improve white-lining practices to help locators work more efficiently.
Enforcement and accountability have also been key discussion topics. Sunshine 811 continues outreach efforts with law enforcement and code enforcement agencies, while new requirements for documenting 3F (Delay by Agreement) responses are intended to improve transparency and reduce misuse.
Sunshine 811’s Board of Directors approved a future transition away from listing subcontractors on locate tickets, reinforcing accountability by requiring contractors performing the work to obtain their own tickets.

- increase contractor education
- document field activities through photos and other records when appropriate.
Sunshine 811 is looking at: continued development of Exactix Version 4 training, evaluation of system enhancements for Positive Response workflows, implementation planning for subcontractor ticket changes and ongoing industry education efforts.
